Mr Modi has no right to dictate states, Tamil Nadu Finance Minister

Does the central central government descend from heaven with special powers? Does Mr Modi win the Nobel prize in economics? Did he improve the wealth of the country or people?
These are questions posed by Mr Palinivel Thyagarajan, the Finance minister of Tamil Nadu on Mr Modi branding welfare schemes as freebies.
The minister said it was all aimed at stalling the regional parties from coming to power by announcing sops to the poor. Few states are going for elections and general elections will follow soon.
Mr Tyagarajan asked Mr Modi why should states change their agenda for the sake of BJP? What constitutional right does the centre has to dictate states?
The Tamil Nadu minister said some BJP leaders moved the court and are trying to usurp the rights of states.
He also wanted to know why the BJP leaders are spreading false information on welfare schemes of various governments shamelessly? It is the centre that should change its attitude, he said.
