Kadiyam Assures Teachers of Uniform Service Rules

Deputy chief minister Kadiyam Srihari, who also holds the education portfolio, has assured the teachers’ community that the state government would adopt a resolution in the Assembly session to enable uniform service rules for all the teachers.

Responding to a query, he told the Legislative Council on Monday that the resolution would be passed and sent to the Centre for fulfilling the long pending demand of the panchayat raj teachers in the state.

Though PR teachers also go through the same selection process for joining the profession, it is alleged that the promotions are just limited to teachers appointed by the School Education department. Both sides have approached courts for a decision in their favour. Recently, the Supreme Court has struck down the petition of the government teachers countering the PR teachers’ appeal to enable them to get promotions on par with those appointed by the education department.

Since there is a need for relevant changes in the Presidential Order 371(D), the approval of the President is mandatory. Hence the need to send the resolution to the Centre.

The minister further informed that the government is working on regularising the services of all contract lectures working in government junior colleges. Currently, 3,796 contract lectures are working at Intermediate level and there are 99 lecturer posts vacant, he informed.

On the vacancies pertaining to DEO and MEO posts, he said the government could not fill the posts as they have to be filled on promotional basis. This, in turn, needs a clarity on uniform services for teachers.

“As the matter was sub judice so far, the government could not take any decision. Once the government receives the judgment copy of the Supreme Court, we will examine it and take necessary action,” he explained.
