M-Governance, the next step in citizen’s services

The Telangana government will very soon announce M-Governance as the next level of E-Governance, whereby the citizens’ services presently being offered through ‘Mee Seva’ portal can be accessed from the smart phones.

Making this announcement at a media conference on Monday, Principal Secretary, Information Technology, Electronics and Communications Jayesh Ranjan vouched that Telangana will be the first State in the whole country to shift to M-Governance.

Efforts will be made to offer the existing 321 services, along with the 50 additional services to be included in Mee Seva by September, among others, on smart phones.

Mobile apps of the first five popular services on ‘Mee Seva’ platform are likely to be launched on July 6, as part of the ‘Digital India Week’ celebrations to be kicked off countrywide on July 2, Mr. Ranjan informed on the sidelines of the conference.

Online transactions on ‘Mee Seva’ portal have been making faster stride by the year, from the 2.5 years required to cross the first crore, to eight months for the second, and another eight for the third, to mere six months to cross the whopping four–crore mark by April, 2015. They are expected to cross five crore mark by the year end. Of these, five services clocking maximum transactions will be chosen for the launch.

The total services, soon to reach about 400, have been divided into three categories — those which can be directly offered through smart phone applications; those that can only be partially offered; and some delivery services for which additional charges may be paid through mobile apps.

The third and important aspect of the strategy is to develop an ‘app store’ in the name of ‘Telangana Folio’ which will contain all the applications pertaining to citizens’ services and others. Levy of minimum user charges may be applied for downloading the ‘app store’, as is the case to avail ‘Mee Seva’ services, Mr. Ranjan said.
